what's the connection of homophones, your location, and the decoding..i don't get it..

The hint helps utilizes a clever homophone...and figuring it out helps you decode. The method of decoding may change depending on what country you're in.

What hint are you talking about? Please mention so I could find the homophone. I've been stuck here for a day already.

i know what homophone is..are there many homophones formed when the title and the source are combined?
