Can someone PLEASE help me with this level? I'm going to have a god damn aneurysm and throw this laptop. Even if it's a PM can someone help me? Please?

Hi, so i'm really stuck in this level. I know what the number means, I've reached the 1st hint and I know where to put the answer, but I don't know if the password is [spoiler] or if the user name is cipher. Pls help :cry:

I dunno about the certain thing, but you need to do something. Not complicated though. Just do the usual thing here in Cipher.
