If you read the former correspondence on this thread, you'd know that this level has nothing to do with numbers. I know you see numbers, but try to blur them out.

Duude....calm down a bit. You are on level 23 and so far you have been "MADLY STUCK and in desperate need for hints" on 8 of them. Try to think by yourself, there's no need for " " every time.
No, these are not mobile numbers, but their length is somehow significant. I didn't read the whole topic(you should!), so I don't know how many hints have already been given but I think the most important thing here is to forget about numbers. Is it "5" or a "7" isn't really important, something else is.

EDIT: Wow, Admin ninja'd me btw. I can't help but laugh whenever I read you signature. Sorry but "for the FTW" is just hilarious
