does this level something to do with the historical culture of america ? CHARLIE PRICE ? ..

the title seems to be a line of a movie i used to watch before ... but i think that doesnt even make any sense ... is this one of those level that i need to think LITERALLY ? any other clues ?

use all the resources you have on that level... the internet connection, the PC, the electricity...

The title is a big help here. Look at the title, also in the pic. It will give you the right solution.
